Character's Fears: I think, really, there is some apprehension there about his going feral. It eventually happens to all ghouls, and he knew that when he did it to himself, but it's one thing to think about it in the abstract, and another entirely for it to be his certain future. Also, there's a fear that perhaps his brother wasn't replaced by a synth, and the big shift in personality and that shark's smile is actually him, and not something the Institute put there in his place. And also, I think he fears becoming "the man". He doesn't want to be an oppressive tyrant, but there's certainly always a chance it could happen.

Character's Hopes: Despite the fact that he's mayor of the sleezepit that is Goodneighbor, what Hancock really wants more than anything is to make the Commonwealth a better place. He's got a distaste for people like raiders and such who prey on those that don't deserve it, and more importantly, he's very much a man who sticks up for the underdog. And he was before taking the experimental radiation drug that made him into a ghoul: When his brother kicked the ghouls out of Diamond City, he did his best to help them along the way (coincidentally, those ghouls later formed The Slog, an all ghoul farm in the Commonwealth). He won't stand for what he cares about being fucked with.
